But as per DIplomatic News Agency, the car was imported by the Bulgarian ambassador Prof Aleksandar Borisov Parashkevov who is also accused of Importing duty-free automobiles for Pakistani citizens, As well as exceeding his allotted allowance for alcohol imports.
According to a news report from September 3, 2020, foreign diplomats have been abusing their privileges under the Vienna Convention on Diplomatic Relations by selling duty-free imported luxury vehicles to local businessmen. Official documents have revealed that Ambassador Aleksandar Borisov Parashkevov allegedly accepted graft money of USD 40,000 for importing the car for a Pakistani man.
ISLAMABAD: Associate Prof. Aleksandar Borisov Parashkevov, the recently appointed Bulgarian Ambassador to Pakistan, was summoned back shortly after his appointment due to allegations of corruption.
According to accounts, the ambassador has not yet given the President of Pakistan his credentials. An ambassador being called back without submitting his credentials to the host nation is thus highly unusual in diplomatic history.
The recently appointed Bulgarian ambassador Borisov is reported to have imported more alcohol than allowed as well as automobiles for Pakistani citizens.
Due to the problem with the Bentley automobile, he has been contacted again. Details show that a Pakistani was using the automobile that the Bulgarian envoy acquired while using his official status.
The vehicle was stopped by Customs authorities, who requested that the Ministry of Foreign Affairs confirm its credentials. When the matter reached the Ministry of Foreign Affairs, a ministry employee said unequivocally that the ambassador had imported the car, even though the ambassador had imported the vehicle for a Pakistani acquaintance.
According to sources, the ambassador, Aleksandar Borisov Parashkevov, reportedly took USD 40,000 in bribe money from the Pakistani man in exchange for importing the automobile.
On a second occasion, the Bulgarian envoy attempted to enrich himself by importing more alcohol than was allowed to appease his Pakistani allies.
The ambassador ordered liquor in November 2019. He had been permitted to import a shipment that weighed 1482 kg, but the container arrived weighing more than 2,600 kg.
As soon as they were informed of this, the Ministry of Foreign Affairs requested that the Director General of Customs Intelligence in Islamabad fully check the container in a letter.
The Ministry further wrote to the Customers Intelligence Director General, “You are requested to please ensure that these consignments must not be released/cleared or exported back by the Customs authorities with inspection “While this Ministry works with the various embassies to check these consignments for any potential misdeclaration or smuggling of alcohol over the permitted amount”
There, it should be noted that 15 shipments from embassies in all were confiscated by customs that month on similar grounds, with the Bulgarian ambassador’s shipment coming in first. The Islamabad POST has a list of all 15 nations, and it will be made public in the coming days with all the relevant information.
A publication had previously covered a story about diplomats and diplomatic missions abusing their status. On September 3, 2020, this publication reported that official papers had shown that foreign ambassadors had been abusing their rights under the Vienna Convention on Diplomatic Relations by selling duty-free imported luxury vehicles to local People and local businessmen.
Nine highly costly automobiles that were brought by foreign embassies but were being used by private individuals were also confiscated by Pakistani customs.
The use of fraudulent or duplicate diplomatic number plates has not only resulted in a loss of income of Rs 250 million in nine cases but also jeopardised the security of other diplomats.
According to the FBR official record, Pakistani Customs seized at least 16 highly costly automobiles in 2019—including nine in July alone—that were imported in the names of diplomats but were owned by private individuals.
The projected tax avoidance in the 16 cases, at the current rates of taxes and duties, comes to Rs444.6 million, which also shows how expensive the automobiles were.
By utilising diplomatic exemptions, vehicles including Mercedes Benz, Lexus LX570, BMW X7 series, Land Cruiser ZX, Nissan X Trail, Toyota Crown, and others were imported duty-free and given to private individuals without adhering to legal and regulatory criteria.
The Model Customs Collectorate in Islamabad had confiscated the cars.
A luxury car imported legally will incur taxes totalling 236% of the car’s import value: 100% in customs duties, 70% in regulatory duties, 7% in extra customs duties, 30% in federal excise duties, 17% in sales taxes, and 12% in withholding taxes.
According to sources, the first investigation revealed that certain diplomats’ salaries were insufficient to cover the cost of such automobiles.
The ambassadors who worked for the embassies of Spain, the UK, Bahrain, Jordan, Saudi Arabia, Bangladesh, Kenya, the United Nations, Palestine, Russia, Cuba, and Tajikistan purchased the opulent cars.
In July, nine automobiles that belonged to diplomats from Palestine, Russia, Tajikistan, Saudi Arabia, and Jordan but were held by private individuals were found.
A 2019 model BMW X7 and a Land Cruiser ZX were imported by the Palestinian mission but were previously in the ownership of a private individual by dodging customs of Rs58.2 million for the BMW and Rs18.4 million for the Land Cruiser ZX.
The FBR data from 2020 verified that the ambassador of Palestine imported costly automobiles, but the seizure report stated that they were “disposed of unlawfully in breach of the diplomatic immunity and violation of the Customs Act.”
